He refuses to take bribes, unlike the rest of his colleagues, which makes him an outsider and someone who is deeply distrusted. When his superiors ignore Frank’s accusations of corruption, he decides to go public with the allegations. This starts a massive investigation which causes much embarrassment to the police force, with many officers believing that Frank would be better off dead.
