His partner, Artie Lewis (Michael Keaton), and his wife, Rita (Rene Russo), choose to adopt the children, but the government thinks their home is too cramped for a family. Short of money and desperate, Artie steals a large sum of cash from a powerful and dangerous criminal, Beniamino Rios (Tony Plana). Luckily for Artie, Beniamino’s girlfriend, Grace (Rachel Ticotin), is an undercover police officer who can help him after he is kidnapped by Rios.
