However, he is quickly called back into action by his old boss, Captain Ed Hocken (George Kennedy), when a terrorist, Rocco (Fred Ward), plans to bomb the Academy Awards ceremony. Frank has to go undercover as Phil Donahue to try and head off disaster, though he ends up causing almost as much trouble as he prevents.
